We have used the one closest to the tower in the past and it has aways been OK for us. Rather than bringing the starters to the table there is an area with pre-prepared starters similar to the ones you mention. They also offer you some peking duck cooked fresh if you want it. The rest of the prices and food available sound very similar so there is probably not much to choose between the two. The one we go to has all the old staff from the Hong Kong restaurant on Darsena 3 that we used to use from time to time. However, we now use the buffet closest to the tower on Darsena 1 if we fancy a chinese. Is this the one closest to the tower or the one closer to Minimal as there are two next door to each other?
